What is the Flag Directory?
The Flag Directory is a collection of all of the different flags made for Paradox Entertainment. It contains thousands of flags made by dozens of different users.
What is the Flag Directory's purpose?
The purpose of the Flag Directory is to allow the game players to download the various flags made by the members, to have a catalog of the different flags, showcasing all of the authors' work, and to make an available database of flags, with a general view to educating the public about what flags were used when, a little history about flags, etc.
What is Paradox Entertainment, Victoria and Hearts of Iron?
Paradox Entertainment is a developer that programs computer games. Its most famous games are Europa Universalis I/II, Hearts of Iron I/II, and Victoria. All of these games have large databases of everything from leaders, to shields, to coats of arms, to flags, to nation names. Therefore, the flags, comprised in this directory are only a tiny fraction of all the content that is packed into each and every game.
Are the authors on this site Paradox staff members?
Although all of the stock flags of the two games Victoria and Hearts of Iron are placed on the directory for your viewing pleasure, non of the authors on the site are Paradox staff members. Paradox games are highly moddable -- this means that users can create their own graphics for the game. All of the databases of information have been toyed with and improved by members of the Paradox Fan Community, one aspect of which is the flags, which are presented here.
I've made a flag! How can I get it on the directory?
As of current, only the members of the directory can have their flags added to the directory. However, membership is simple. All that is needed is to Send an e-mail the Flag Directory Owner, describing that you are a user. In a short time, you should be added to membership, and will be able to add your flags to the directory.

How do I become a member?
Membership is simple. All that is needed is to Send an e-mail the Flag Directory Owner, describing that you are a user. In a short time, you should be added to membership, and will be able to add your flags to the directory.
What are the different Roles in the Flag Directory?
Currently, there are three general roles in the flag directory: Administrator, Flagmaker, and Updater. The Administrator manages which flags will and will not be approved for the Flag Directory. The Flagmaker will author the flags to be put into the Flag Directory. The Updater will update any of the information in the flag, to give it historical flavour. Each of the roles have different responsibilities.
How does the system work?
Basically, a Flagmaker will create a flag, and send an e-mail to an administrator. The flagmaker will then place the information into the waiting list, where the flag will await approval. Once the approval has been given, the flag will be on the directory for all to see. If an updater wishes to add more information to a flag, the updater can edit the flag, and the changes will be placed in the waiting list to be approved by an administrator again.
Why is the system so restrictive?
The system is restrictive because of the insecurities of the Internet nowadays. It is very easy to plant a virus inside a flag, or to inadvertently change the properties of a flag so that it offends someone. The Administrators are there to:
- Protect the Intellectual property of the Flagmaker
- Protect the integrity of the server on which the Flag Directory is based
- Protect the Flag Directory from being a tool of abuse
